Keynote Presentation: "Modernization and Financial Management at VA"

To transform our IT infrastructure into a world-class entity, the Department of Veterans Affairs’ (VA) Office of Information and Technology (OIT) plans to phase out its outdated legacy systems and transition to modern, cloud-based commercial off-the-shelf systems. One of the clearest indicators of this shift is VA’s Financial Management Business Transformation Program, which will see VA implement the new, cloud-based Integrated Financial and Acquisition Management System (iFAMS). Dr. Paul Tibbits, FMBT Program Executive Officer, discusses the Department’s modernization efforts and the ways a cloud-based system will bolster a sound financial management framework at VA.

This presentation will provide lessons learned and a demonstration of a transformative modernization from manual data collection with little customer insights to automated data aggregation and reporting with real time feedback on customer usage and satisfaction, made possible by the development and rollout of multi device platform called SPARTAN; Strengthening of Programs through Analytics, Relationship, Technology And Innovation. This innovation included the design, rollout and integration of a mobile application along with kiosk based user interface and was built on Salesforce platform. It is creating a first ever digital relationship with service members and their families and enhancing the USO mission, yielding stronger programs and a stronger military.
